Complete sticks ship head and shaft together, already strung. For beginners and youth players this removes the two hardest first decisions — which head, and how to string it — and the factory pocket is usually legal out of the box. Experienced players generally outgrow them, because the value engineering shows up in the pocket first and the shaft second.
